Is it possible to rent a car in Kawaguchiko to drive around the lake, then head to Gotemba Premium Outlet and return the rental car near Gotemba Station the next day?
Regarding the car rental, do I have to return it on the same day or can I return it the next day but within 24 hours?

Contact a rental car agency.
Normally as long as it is the same prefecture you can pick up and return at different stations. And normally the rental period can be decided but depends on opening hours of the rental car shop.
