Bring it to the closest KOBAN , neighborhood police station. Or if you found it on a train/bus to their lost & found place (although I guess if train/ bus you could simply give it to one of their employees.

People often take it home, not knowing what to do, and later bring it to a koban. It's okay, and it's a lot lot LOT better than to just keep it. The owner must be desperate to get the purse back. You don't even have the duty to leave your name and contact. Just tell the police where you found it. But you also do have the right to claim 10 % of the cash originally contained in the purse, if the owner gets it back.
