I was wondering how to make a Japanese pen pal, I'm interested in cultural exchange and it would help me with trying to learn the language. Anyway, if anyone has any help it would be greatly appreciated

Try language exchange sites, plenty of them will show up on Google. Their intended use will be for language learning but you should be able to find a pen pal instead. Alternatively you might be able to find someone using apps like Hellotalk and Tandem. Again, language focussed but if you just want to communicate with someone in English I bet some people will be happy to.
This site used to have classifieds but it disappeared some years ago. I met some good friends here.
