gO-Iwaih is simply to celebrate, and go-matsurih is a festival/festivity and social gathering.
You can have a go-iwaih about your friendfs birthday, wedding, childbirth, retirement, getting released from a hospital after a stay there, etc., or New Yearfs Day.
gO-matsurih is more about public events and gathering - local shrinefs seasonal event, Kyotofs Gion Matsuri, something gfest,h etc. What comes to mind when I hear that word is a lot of people, maybe on the streets, a lot of noises, etc.
