I am not sure whether the torii gate itself is considered sacred, but the shrine's deities certainly are. That is why it is customary to bow in front of a torii gate before passing it. Likewise, when you leave a shrine, it is customary to turn around after passing the torii gate and bow towards the shrine once more. Of course, not everybody is following that custom.

It's because different people have different beliefs. And how a person follows a religion, or if they follow it at all, is an individual, personal choice.
