Provisional Degree Certificate for COE

I passed from my university in 2015, but never had the opportunity to collect my real Degree Certificate. Now I need to apply my COE - can that be done on provisional degree certificate?

You can only use what you have. At least it says that youfve completed all the classes/earned all the credits necessary for the degree I assume. However, considering that it has been some years (instead of a few months), the immigration authorities would wonder why only the provisional one, and likely want the copy of the official certificate, unless there are special circumstances that hinder you from collecting the official one.
