Hiring domestic helper on HSPV

Was reading up on Highly skilled professional visa (HSPV), seems one of the perks with this visa is the "Possibility of hiring a domestic helper/nanny under certain conditions".
However, I couldn't find out more on what those conditions were from the website I was looking at. Does anyone have some definitive information on this?
Anyone here with with a HSPV actually hire a domestic helper from the Philippines or Indonesia?
