who can decide the opponents in the next bout ... who fights who each day of the basho .. is it decided before the start of the tournament??

It is decided by the people responsible for deciding the matches within the sumo association, which seems to be some people within the referee section of the association. It seems that the matches for the first two days are decided before the day 1 action and the matches for the remaining days are decided on a daily basis afterwards.
