Anyone can travel to Suzuki from within Japan.
If outside Japan. Currently there is no info for October.

There is currently a 200+ plus post thread on the opening of borders in Japan.
To put it simply - no-one has any idea including the tourist promotion bureau in Japan.
Might the borders open? Possibly.
Would I book flights now? Definitely not.....

F1 is a global league, so obviously any event (Japanese GP included) will be open to foreign tourists. Whether how much restrictions there are going to be, is the real question. But regardless, we're lucky that the Japanese GP is now being held this year at all, after 2 straight years of cancellations due to the pandemic.
