I've been doing some research and have been trying to find anything on drug paraphernalia charges and denial into the country. I really wanna visit and I'm really hoping that a 150$ fine doesn't get me denied into the country :(

None of us here are lawyers, so if you're really interested to know if they would accept you or not, I'd check with immigration. Japan doesn't take drug charges lightly as it's quite a strict country when it comes to those kinds of crimes, even if it may not be something that big of a deal where you are from.
Best bet is to check the website or email them to find out, or just contact a lawyer in Japan to get a straight answer that knows the law.
