Most electrical equipment has a decent tolerance for input voltage so between 100v or 110v is not a big difference. What you get from the wall can easily vary +/-5%, and of course for Japan frequency is either 50Hz or 60Hz depending where you are. As a similar example, countries operating at 220V could be as high as 245v or down to 205v pretty easily - the specification is pretty loose.

It is somewhat dubious that they would sell something for 110v for Japan, considering that the standard voltage in Japan is 100v. I can see that the brand name and the name on the product (in the photo) do not match, the seller is very new, located in China. And you received no response from the seller? Ummmm.
