Can I use JR Nagano pass on Shinano line?

I need to ask about JR East Nagano-Niigata pass that can or can't use on Shinano limited express between Nagano and Matsumoto because i foundt that the line is operated by JR Central not JR East. If it can't use, please advise how to travel between Nagano and Matsumoto by this pass

The line between Nagano and Matsumoto is called Shinanoi Line and yes, it is covered by the JR East Nagano Area Pass. The section as far as Shiojiri Station is within the JR East service area. The coverage area is also explained here:
