If I made this journey by local trains only (transferring at Takasaki) can I just use a Suica or do I need to purchase a ticket?

Yes! And the bus ride to Kusatsu can also be paid by Suica.
Only if you use a limited express train or shinkansen will you need to purchase a supplement ticket separately.
