Bike insurance that covers any rider?

Hi everyone! I need insurance for my bicycle that will enable any rider to be insured when they use the bicycle. I intend to loan the bike to friends when they visit, in addition to using it myself. The purpose of the insurance is just to meet the prefectural legal requirement that all bike riders have basic insurance so my friends don't get in serious trouble if they have an accident.
Does anybody know of such an insurance that I can conveniently buy online, in person or by mail?
(I looked into TS Mark insurance as one option, but it requires an in-person inspection of the bike that's kind of expensive and inconvenient, so I'd like to find some other option).
