What happens if Fast Track not completed?

While I understand Visit Japan Web is optional, what happens for those who do not complete the Fast Track for the Quarantine Process? We are all triple vaccinated and can bring our covid19 vaccine certificates with us, but will people who do not complete Fast Track be forced to quarantine?
Just asking because we would much rather do all the paperwork together on paper when we get there, since some in our group struggle with technology.

Bring all your paper work, and be prepared to fill out a form (or two) with a pen.
Even if you have all three QR codes, it is still a good idea to bring the original papers as a backup.
