Getting around Kushiro without a car

I will be visiting Kushiro in mid-July and would like to visit several areas in the marshland and park. Can this be done on public transit? I prefer not to join a tour group but would be willing to hire a car and driver if necessary. Thank you.

Driving is best. Train will get you to a few places. Buses for most of the rest. Kushiro section of this website explains in detail.
