Tickets to the Shirakawa-go Observation Deck

Hi, I was wondering whether we needed tickets to go up the Shiroyama Observation Deck in Shirakawa-go? Not the lights up event, just the observation deck in the afternoon before 3 pm. I think it doesn't but some people I know said they needed it?

No tickets are needed outside the light-up event. But it is a privately owned piece of land - not a public park - and open currently open only from 10:00 to 15:00.
