Ghibli Park open for non-ticket holders

Based on reviews online, it is worth exploring Ghibli Park even if you are not able to secure a ticket (you just can't enter the 3 areas which require tickets).
My question is, if the areas requiring tickets open at 10 am, can we explore the areas not requiring tickets prior to 10 am?

Ghibli Park without tickets = Aichi Expo Memorial Park
The park is pleasant and open from 8:00 to 19:00 (until 18:30 from November to March)
