Late January: Amanohashidate frozen?

Hi! I'm trying to plan a trip for my girlfriend and I and she loves the view, so I was thinking of taking her to Amanohashidate in Kyoto. But she wouldn't like the view as much if the sea is frozen over (she likes the blue sea), but I can't seem to find any photos or anything to help confirm what it looks like in late January. Has anyone ever gone there? Could you tell me how it looks like?
