where can i enjoy the riverside scenes like in anime? maybe near kyoto?

Everywhere.
That looks like a typical river bank in a city.
In Kyoto, just walk along the Kamo River, for example.

Rivers in Japan (and anime) are often generic in their appearance.

A few examples, though.

Kamo River in Kyoto.
Arakawa River in Tokyo.

Where does the anime take place? I would think that would be a major clue in where the river might be.

Since you mention Kyoto, I'm gonna say Arashiyama. It's more built-up than in your picture though, and it's only that quiet during the evenings.

Every prefecture in Japan has rivers, and the widest rivers are the middle and lower reaches of "一級" and "ニ級" rivers.
In large cities such as Tokyo, it is better not to be too close to the ocean.

In Japanese, it is called "河川敷(kasen-jiki/-shiki)".

Anyway, Open "Google Maps" first, then use "street view"from the bridge, anywhere.
It would be even better if it is close to a train station, where you can rent a bike.
