Mount Moiwa night view but ropeway is closed 2023/4/12 09:17
I'm visiting Sapporo on 4/22.

According to this: https://mt-moiwa.jp/en/guide/

both ropeway and road will be closed.

To see the Mount Moiwa night view, is hiking the only option? Is hiking advisable? Is the observation deck (maybe closed) necessary to enjoy the night view?

According to the Japanese language page, なお、山頂展望台は24時間開放しておりますが、ご来場方法は「登山のみ」となりますので、ご了承ください。

Meaning: the summit observation deck is open 24 hours, but the only mode of access is by hiking.

Road 2023/4/13 15:11
The road is scheduled to open 26 April but can open early if the snow has melted off. However, because the lifts are undergoing maintenance, cars are being limited to the Chufuku Station from where you'd have to walk. Chufuku is at the top of the ski slopes and the the top of the long part of the ropeway from the northeast. If the drive is not open, you might not want to hike any trail as there would be snow at the top. There was snow here and there in mid-May the last time I was there.
