JRE rail pass from Nagano to Oumigawa

Hi,
I have 2 plans:
1. I want to travel from Nagano station to Oumigawa Station and stop by Naoetsu Station.
2. I want to travel from Matsumoto Station to Hotaka Station. (by Oito Line)
Can I use my JRE (Nagano/Niigata)Railpass? or I need to pay extra fee?
and any app on mobile phone i can get precise information on checking the route that i can enjoy my JR pass?

Naoetsu station located in joetsu shi/city in niigata prefecture
Oumigawa station located in kashiwazaki city in niigata prefecture
JR east pass nagano,niigata area 5 day = 18000 yen cover this area
