requesting koseki tohon via online

is it possible to get a koseki tohon via air mail since my partner
and if there is can i have the link of it. he is from shinokaze, midori-ku , nagoya aichi prefecture
it would really be a great help thanking you in advance.

This is Midori-ku Nagoya City’s website containing information about how to obtain certificates such as “koseki tohon” via postal service. As far as I can see, you need to apply via postal mail.

If you scroll down to the section 個人による請求(国外からの請求)の場合 (“when an individiual is requesting for the certificate (requesting from outside Japan)”), that is the section you/your partner needs to figure out. Best wishes.

Are you sure that Nagoya City keeps his Family Register?

To apply for a certificate of his Family Register,
he needs to specify his 本籍 ["honseki": legal domicile].
His 本籍 may be different from his currently-registered 住所 [address].

Nagoya City manages Family Registers of Japanese persons who have his/her 本籍 in the area of the city.

There are many Japanese persons (including me)
whose Family Register is managed by a municipality
outside where he/she was born and where he/she lives.
