Get tourist visa post dependent visa reject?

I have a COE approval and I will be applying for my dependent visa for Japan. In case my dependent visa is denied after approved COE, can I apply for a tourist visa immediately to meet my spouse.

If you have a COE your visa should get approved unless something in your circumstances changed or you provided incorrect information in your application.
Why do you think your visa should not get approved? If there is some issue with your application then probably they will not look favorably on an other visa application
