There is no information for November at the moment, but in 2022, it was decided to operate in November in August, so it may be possible to operate this year as well. https://www.jreast.co.jp/press/2022/20220819_ho04.pdfHowever, 2022 may have been operated to commemorate the 150th anniversary of the opening of the railway in Japan, so it is not certain.
