In Australia, university undergraduates can apply for a HECS government loan to pay for fees and after they graduate start paying it off after earning a certain amount. What about Japan? Do they have the same thing to help students get through uni?

For local students, yes. They call it gscholarshiph misleadingly, which in substance is a loan.
