Shinkansen e-ticket purchase

Can you buy a Shinkansen e-ticket without a IC card prior to arrival in Japan and then link the e-ticket once IC card is purchased on arrival? I donft have any form of IC card and I canft seem to purchase one online prior to our arrival for holiday

Yes, I am pretty sure that the association between IC card and e-ticket can be done separately from the purchase after the purchase.

Yes. First time I used EX app I bought the ticket first and then registered my IC card.
