Hey guys,
we a currently travelling through Japan and noticed that there a many young man standing on the side of the street and waiting for women they don't know to pass by so they can talk to them.
Do you know what this is about and what they are asking the women?

Funny, I have never seen that in over 20 years of living in Japan. I suspect it is something specific to a certain district. Where did you observe it?

the word is Nanpa (ナンパ)..
either they do if for 'fun' @ pickup or it's a way of recruiting for 'entertainment' establishment.

It's natural to assume they're either salesmen, scouts or pickup men, and they could be sincere or fraud. And, as far as I know as a woman, they exist all around the planet.

The serious talent scouts would give you his/her business card. If you're interested, you should bring it home, study it, and contact the person later along with your parent. Don't accompany the person directly from the meeting spot.

A lot of those guys are looking for new recruits for prostitution. They can be pretty annoying and they get ignored a lot. They often hang around train stations due to the high foot traffic.
