For plum blossom, February is a better time. For late March you'll be hitting cherry blossom around Kyoto.

I agree that mid-March is a little late for plum blossoms, although you might find some late bloomers. But if you just show up hopefully at places that are famous for plum blossoms, you might not have much luck. I think you would need to go someplace that has late-blooming trees In mid-March you might be able to get up-to-date status on plum blossoms (i.e., places where they are still blooming) online, but finding information in English might be tough. If you can't search in Japanese, I recommend going to the Tourist Information Center in Kyoto Station. I was there last year on February 24, and they had a sign up giving up-to-date blooming status of plum trees at nine sites in the area (at that time, most were from 50 to 60% open or else at peak; Kamigamo Shrine was listed as 30% blooming and Otoyo Jinja (大豊神社) was listed as being only 20% blooming). In mid-March I doubt if there would be a signboard for plum blossoms (more like cherry blossoms) but you could ask at the desk. I was unfamiliar with Otoyo Jinja but apparently it is known for its weeping plum (and cherry) trees. It is a small shrine in the Higashiyama area. I googled it and found the following blog page with an entry dated March 22, 2016, which has some details and pictures. It looks like there aren't a large number of trees there, but they have late-blooming plum. In fact, you might be able to see both types of trees (plum and cherry) blooming at the same time, if you are lucky... But you might want to check status before you go there. I also found this YouTube video, which is in English and has a nice segment on Ootoyo Jinja (with concurrently blooming cherry and shidare ume trees). It makes me want to go there! Kyoto has so many wonderful places like this. I always feel kind of sorry, but also rather glad, that such a high percentage of tourists just go to the super-famous places. https://www.youtube.com/watch?v=v7sfVgN9wKsAnyway, you will probably be able to find plum blossoms in Kyoto when you are there, if you make an effort.

Late February to mid March is the best timing for the majority of plum tree varieties in the average year.
