Nunobiki Waterfall and Nunobuki Herb Gardens

I'm visiting Kobe for half a day, and wanted to go see the Nunobiki Waterfall and the Kobe Nunobiki Herb Gardens. I know there's a ropeway I can go up to the the Herb Gardens, but I'd like to go see the falls as well. I see in Google maps, there's a middle station for this ropeway 風の丘中間駅.
My question is: Is it possible to go down the mid station 風の丘中間駅, and go see the falls. And then once done, continue going up by riding the mid half of the ropeway again to go up the Herb Gardens. Is that possible?

Yes, if you have the return ticket,2000 yen for adult. You can do as you like.
But you can just walk down to Shin-Kobe station which might be shorter walk than going up the Kaze no Oka station. In this case, you will need one way ticket (1400 yen).
If you go by foot throughly (going up and down), the entrance fee is 200 yen.
The garden is a good place. Maybe the best place in Kobe.

Not related to the waterfall, which I am sorry we missed, but we rode the cable car up and walked down very leasurely through the gardens in October 23. We were on our way across to start a month long road trip around Shikoku. My goal was to sample as many of the soft serve flavors as I could on our trip, and come up with the BEST, most recommended flavor. I tried soy sauce ice cream in Shodoshima, wasabi in Iwakuni and Salt milk in Hiroshima, rockmelon and peach and matcha and ………so many flavors, all delicious.
But the truly most wonderful, delicate and unique (have never seen it anywhere else) is the lavender soft serve ( in a small little hut) in the gardens midway on the walk down. I do hope you don’t have a lactose intolerance :-)
Please rest, enjoy the views and savor the flavour…lavender soft serve in the Kobe Herb gardens….the highlight of our visit to Kobe.
