What are the dates and scheduale of Omihachiman fiire festival? And what to expect?
Tried to find an hotel is it in Shiga ?

I assume you mean the Sagicho Festival?

It will be March 15 and 16 in 2025.

The column on the left is the first day (March 15), the column on the right is the 2nd day (March 16). The fire part is the second day, if that's what you want to see.

I have not been to the festival, so I cannot say how crowded it is or if it's difficult to enjoy, but you may be able to find videos on Youtube to get a sense for things. Searching in Japanese can help, so this is how it is written in Japanese:

As far as the location, yes, Omihachiman is in Shiga Prefecture. Omihachiman is the city name. There are a few hotels there, but you could also look in Hikone or Otsu. Kyoto has many hotels and is just 2 stops further than Otsu by train, so you should also look there if you can't find one in Omihachiman, Hikone or Otsu.
