I will admit that Keirin has never grabbed me. After some looking around it seems like the Kawasaki velodrome https://www.kawasakikeirin.com/en/ may be the easiest to get to & you could combine it with a day trip to Yokohama if that appeals. Or further afield there is a velodrome in Odawara http://www.odawarakeirin.com/ which is very close to the castle which I enjoyed visiting.

Here is the list of keirin tracks throughout Japan. The top chart is what's on today, and you can click to see what's on tomorrow. The chart below that lists all the tracks in Japan. As you can see, you can combine them with popular sightseeing spots, but it could also be nice to stroll around those suburban areas.

Interesting linked list, but it does not show all of the tracks. You can check a few extra on the following page. I lived near a track for several years (that wasn't on the above linked list) and did watch some practice, but I observed the local kids liked the attached playground more than the cycling. I never did get to an event. These days I'm closer to BoatRace - might get there in summer.

I went to the Kawasaki track. It was quite interesting. I presume your interest is because you are a cyclist. Just my opinion but Keirin is basically an excuse to gamble in Japan. The others are boat racing (kyotei) and of course horse racing (keiba). I have been to them all and found the experiences interesting. Again just my opinion but they seem to attract a down-and-out older guy type of crowd (perhaps not so much keiba) but that just made it all the more interesting for me.
