For fabric: Kinkado or Yuzawaya stores - as mentioned in a recent thread.
For paper: Tokyu Hands, Sekaido, Yuzawaya.

I recommend you to go "Itoya" in Ginza. Here is one of the biggest specialty stationary shop in Japan. http://www.ito-ya.co.jp/store/2-7-15, Ginza, Chuo-ku, Tokyo Opening hour: Wed. to Sat. :10:30am~8:00pm Sun. to Tue. :10:30am~7:00pm
