There are residential areas on Odaiba, I'm pretty sure most are condominiums (known as mansions in Japan), but some maybe apartments.
I know for sure there is a large area on Odaiba that has apartments for Graduate and Research students, but housing is arranged through individual research universities, and not through them.
Anycayse living on Odaiba is probably one of the more expenive places to live in Tokyo if you were thinking about it. Access to/from it can also add to the cost of your commute.
