We will be tourists to Japan, at the same time wish to get married and register, can we do that in Japan, none of two of us being Japanese. If possible, where can we do it in Tokyo?

If you can search back through the forum archives, there was quite a long thread about a year or so ago discussing the same question. Apparently it was possible. You need to go to a ward office in the location where you are staying.
