For calling Japan to Singapore, we can use japan phone card to call back to SIN at the public phone, for 1,000 yen or 5,000 yen can call how many minutes.. OR is there any way to call back Singapore at a cheaper rate?

If you are a tourist, I think it's easier to buy "International Callind Card." Some public phones accept international call and some not. With "Int'l Calling Card," you don't have to find international public phone. Punch in the number at the back side of the card and you can place a call from basically any types of phones. "KDDI Super World Card" is one of them and you can buy it at the airport/convenience store. According to the webpage, you can make 6-9 min call to SIN with 1000 yen card.
