need help with sword

i have a sword with detailing on it and i would like to find out what it means the only thing i know is that it has got the numbers 0234 than looks like the japan flag than numbers 1716 thats on the tang i think it is and on the blade it has sum writing on it with th japan flag and the numbers 0234 and 1716 can someone help me out. the writing is up the blade and is in green
