Yes, it usually snows a little bit each year, but not much.
Looking at the average statistics, the highest chance of snow is around mid February.

I've read that the winter of 2006-07 was the first one in 135 years that it did not snow in Tokyo!

It did snow this year actually, but not until March or April, and I didn't notice it, I just read about it in the newspaper.
Usually it snows several times between late December and late March, and possibly one or two of those times 10cm or so of snow stays on the ground for a day or so before melting.
With global warming who knows if we will see a lot of snow next winter- climate change seems to be happening quite quickly.
