Is it possible to purchase one in Japan or are they all on contracts? I'm going to be in Japan for a few weeks and ideally I need a phone handy.

There are prepaid telephones, you'll need to get your Alien Registration card (or proof you are getting one) first in order to get a prepaid phone.
