Shabuzen (しゃぶ禅)offer all-you-can-eat Shabushabu. I'll post the info of the outlet in Shibuya but there are more in Roppongi, Yotsuya, Kagurazaka and so on. http://r.gnavi.co.jp/fl/en/g050002/Also, most shabushabu restaurants offer lunch sets for 1500-2500 yen. If you want to try exclusive restaurants, visit there during lunch time!

The 2nd link should be a good shop too I walked past it before, though haven't visited it.

No. There is no difference between lunch and dinner if you order all-you-can-eat menue. But, Shabuzen has "Shabushabu Lunch" at 1575 yen, which includes a small bowl of cooked vegetables, 120g beef shabushabu with vegetables, rice, miso-soup, pickles and a dessert.
