It snows a lot during December.
To give you an idea, I list the average percentage of sunny days and days with snow for Niseko for each winter month.
Sunny days:
December: 11-14 %
January: 14-19 %
February: 19-32 %
March: 32-50 %
Snowy days:
December: 71-78 %
January: 76-80 %
February: 65-77 %
March: 42-65 %
The weather gets better as the season moves on. But snow quality tends to be better earlier during the season.
