Hi. We're arriving next week into Narita at 5.30pm on Friday. The train to KeiseiUeno is the next step, but does anyone know how to find the times of Keisei line trains in English around say, 6pm on?

Keisei publishes a full timetable of both the Skyliner and Limited Express to Keisei Ueno:

The Keisei ticket office includes a foreign exchange - Does anyone know if their rates are the same as the post office or other forex counters?

Most likely similar, I never used it, as I usually utilize the Currency exchange booth you see right after you clear customs, before heading downstairs to the train station.
