Filing complaints against Travel agency

I could not board my flight at Narita due to negligence of the travel agency. Could someone tell me where to file a complaint to ask for a refund of the unused air-tickets.

First of all, send your complaint to the travel agency itself. Most Japanese travel agencies should be very cooperative in case that their own mistake has gotten you into troubles.
