can someone tell me if westerners can wear swimwear to an onsen? Also, if anyone can recommend one around Tokyo or Hakone where this may be accepted? Thanks.

This has been covered many times. You cannot use swimwear in onsen. However there are many waterparks that you are required to wear swimwear. They are not onsen, and it is not the same experience, but if you are worried about being naked then it is the best option you have. Try Yunessun in Hakone.
