is it true that from toyama back to tokyo need about 7 hours?

is JR oito include in JR east pass?

No. It takes about 3.5 hours:

The JR East Pass is not valid between Echigo-Yuzawa and Toyama.

is JR oito include in JR east pass?

Only as far as Minami-Otari Station.
