We are planning a backpacking trip to Japan soon. Would like to find out if we could bring cooked food into Japan? What about cooked beef and anchovies? Thanks!

Meat products, unprocessed or processed is generally restricted from entry into Japan, and usually the restrictions are vice-versa. Eg, you flying back into your home country.

It is possible to bring meat products in from some countries provided it is checked and certified by the relevant government ministry in those countries.
I know it is possible to bring in steak and beef jerky from New Zealand for example, but it has to be specially packed and inspected.
In most cases it is better not to travel with meat products.

Canned Food/ Instant Noodle

Are the customs only strict on poultry food? Are we allowed to bring canned food eg tuna and instant noodle?
As we need to eat halal food, izzit ok if we bring cooked food eg fried peanut with anchovies?

You can actually buy halal food in specialist grocery stores in Tokyo- plenty of muslims live here these days- and there are plenty of Indian restaurants where the food is likely to be halal. In smaller cities this won't be the case.
As far as I know meat products are banned- not only poultry, all meat unless specially packed and cleared by customs. You are risking being fined if you bring in something that is not allowed and you are searched at customs (I have had my backpack/ suitcase opened by customs officers numerous times).
