With 1-day jr west rail pass, if I buy it on 7am saturday can I use it until 9pm sunday.

all JR passes work by calendar days, not by 24hrs between start and end. A pass is good from right after midnight to midnight that same day. But if you start your pass at 23:59 (11:59 pm) it expires at midnight. Mind you if you are in a train with that expired pass they will not quick you out. but they could ask you to pay the regular fare. .
