Tohoku's weather like in mid Oct?

Visiting places like Akita, Matsushima, Sendai and Tokyo. What is the weather like? Are the winds very cold esp in Akita, Matsushima and Sendai? Do we need thick jackets?

Average daytime high temperatures:
Tokyo: 22 degrees
Akita: 18 degrees
Sendai/Matsushima: 19 degrees
Average nighttime low temperatures:
Tokyo: 15 degrees
Akita: 9 degrees
Sendai/Matsushima: 11 degrees
