We are thinking of getting a potted Japanese Black Pine as a carry-on item with us back home in our next trip to Japan.
Where could we buy one in Tokyo/Sapporo that is small enough to carry in hand?

I suppose you're thinking of bonsai but you need to check if you can bring it back to your country. Many countries prohibit travellers from bringing in flowers/trees.

Bonsai would be the perfect size to carry in hand.
Yes, there are custom restrictions, but we would make the customs declaration when bringing in the plant. It may require quarantine procedures.
