If your flight arrives on time, Narita Express is the easiest way to Tokyo station. 21:43 train reaches Tokyo station at 22:38.

I think I won't be able to make the Narita Express b/c if i arrive at 830pm and then customs, luggage, etc. I will miss the last train. I am considering the Limo Bus or the Rapid Train. Thanks for responding

70 min between landing at Narita and being on a Narita Express is doable. Narita immigration, luggage handling and customs are very efficient. But if you are delayed there are later Keisei line trains to Nippori with direct transfert to Yamanote line bound for Tokyo. Later limousine buses bound for Tokyo are 22.15 h and 23.00 h.

Arriving at that time of day I don't think you'll have much problems going through Immigrtion or customs. Many of the international flights arrive in the afternoon which tends to be the busiests times.
